Is it easier to detect a satellite than an aircraft with a land-based radar?
I am suspecting that it is easier to detect a satellite because in the space, there is no other thing. In other words, the background is cleaner.

What are currently maximum available radar capabilities i.e. performance/distance for Earth surroundings and deep space?
Afaik I know there is a radar for observing space debris in Germany though I don't know whether it can scan the whole Earth surroundings or just a segment.
