How do I take a nature photograph where the foreground is in focus but the background has doubled elements?

I have seen photos like this https://flic.kr/p/PwNpFq where the foreground is in focus but the background has double elements. Is this just what the lens does or is there a technique which achieves this? Any ideas?

Photographing Moving Vehicles

I want to take pictures of moving cars/bikes so that the background is all blurred and the subject is sharp so it gives an impression of moment. Not like other pics where the subject seems stand still. BTW I shoot D7000.
