Diagonal line across most images

I'm using canon 800D in manual mode. Aperture is 22, shutter speed is 4000 and iso is 100 but exposure meter doesn't show any value, why?

Exposure meter does not represent any value while exposure is under exposed, why this is happening? How can we check exposure value in manual mode?
