Billboard Magazine is the purveyor of the list of the hottest singles and album releases for each week. If a band is "on the charts", it means that the band has made it to one of Billboard's lists. As such, when speaking of "Top-200" or "hottest" or anything of that nature, a person is generally speaking of where on Billboard's list that song/album appears.
