Screw with mixed threads?

I changed a deadbolt lock on my front door, and in the pile of old parts, there was a weird screw with 8-32 threads near the head and wood threads at the end. I'm just curious: what is the name for this type of screw? what is it used for? thanks

What's the type of this bolt/nut?

What's the name of this bolt/nut combination? It accepts a 3/16 hex on both ends and is used frequently in assembling this play set. The thread pitch is 1/4-20. The nut is hollow, allowing you to put an hex key all the way through it.
