How quickly does a player have to say "Uno" to avoid drawing extra cards?

I was playing with my fiancée and some friends, and she's adamant that if you can yell Uno before someone who has just played their second to last card, they are required to pick up the penalty amount of cards. Is this kosher?

Does a person playing an illegal Draw 4 in Uno still get to pick the color?

If you play an illegal Draw 4, then are challenged and fail, do you still get to pick the color? I know the player who got caught playing the illegal card has to Draw 4 cards, but it's unclear if whether or not they still get to pick the color.
