Is the ticking of a free spinning wheel related to its quality?
I have often noticed that, whenever a race bike is running with free wheel (so no active pedals movements), I can hear a distinct "tick tick tick tick" coming from the rear wheel, sounding more or less like a speedy clock.

What is this on the cassette? (don't quite know how to describe)
So I've attached the images of this weird piece of metal "on" the smallest cog of the cassette. Can anyone advise me on what is happening here?
It does not interfere with the riding as far as I can tell, but also doesn't really look right :)
