Why must there be a clearance hole and pilot hole joining two pieces of material together? Why can't you drill a straight hole into them?

Can you apply water based stain over oil based wood conditioner?

I put oil based wood conditioner on and but would rather used water based conditioner and stain. I am able to put on water based stain over the oil based conditioner? Or is there a way to remove the oil based conditioner? Thank you.
